Role: Ian is member of the policy team within the Wales Institute for Social and Economic Research, Data and Methods and is based at Cardiff University. He is responsible for taking forward the comparative policy analysis strand of WISERD’s research programme and works closely with the Wales Governance Centre.

Biography

Prior to joining WISERD in January 2009 Ian worked for two years at the University of Bristol as Research Associate on the ESRC-funded research project ‘English Regionalism: Rhetoric or Substance? Evaluating Decision Making Procedures for Regional Funding Allocations’ (RES-061-23-0033). Ian also worked on the University of Wales Board of Celtic Studies funded research project ‘Public Policy and Wales-only Legislation: A Study of Transport Policy’ at Swansea University, where he also completed his doctoral thesis on the impact of devolution on the policy making process and policy outputs in Scotland and Wales, using broadband and innovation policy as case studies.

Ian has published several journal articles and regularly contributes papers at UK and International conferences, most recently at the Regional Studies Association International Conference held in Pecs, Hungary, May 2010. In addition he co-organised the ‘Exploring institutional and organisational boundaries across Wales’ in December 2010 and the ‘Funding devolved government in Wales: challenges for the future’ workshop, hosted by WISERD and the Wales Governance Centre and funded by the Independent Commission on Funding and Finance for Wales.

Research Interests

Public policy analysis, theories of policy-making process, policy networks, policy learning, governance, multi-level governance, UK Politics, territorial politics, intergovernmental relations, devolution, transport policy.

Current Research

Ian recently completed a scoping study focused on the regional governance of transport policy in Wales. He is part of a research team that will taking forward the scoping study ‘Understanding the role of ICT use in connectivity of minority communities in Wales’, which has been funded as part of the AHRC’s Connected Communities: Scoping Studies and Research Reviews programme.  In addition he is working collaboratively on several prospective research projects with colleagues across WISERD, including a comparative study of public sector delivery in France, Germany and the UK and the analysis of policy outcomes within Wales post-devolution. He has also participated in the rolling out of the National Childhood Development Study within Wales.
